Benchmarking Program

NASACT's Benchmarking Program offers services in four areas: Financial Management, Information Technology, Human Resources/Payroll and Procurement.  The program allows states to compare themselves to other states and private sector companies.  It also allows comparisons of agencies within the state to each other and to agencies within other states. Benchmark-related consulting services are also available through the program. 


Current Contracts, RFP and FAQs
 

On February 9, 2018, NASACT issued on its website a Request for Proposals for Benchmarking Services.  NASACT is seeking qualified firms to provide baseline measurements and benchmark comparisons of state agencies' human resource (including payroll), procurement, IT, and financial business processes.  The estimated length of the project is eight years (five years with the option for three on-year extensions).

In January 2016 NASACT signed addendums to the contracts with Accenture, Grant Thornton and Plante & Moran to extend the terms of the contracts through January 3, 2019.


On May 8, 2015 NASACT signed an addendum to the contract with The Hackett Group to extend the terms of the contract through June 29, 2018.

On January 3, 2013 NASACT signed contracts with Accenture, First Data, Grant Thornton, MAXIMUS, and Plante & Moran for benchmark-related consulting services. 

On June 29, 2012 NASACT signed a contract with The Hackett Group for baseline measurements and benchmark comparisons. 

On November 15, 2011, NASACT issued on its website a Request for Proposals, Benchmarking and Related Consulting Services. The estimated length of the project is six years (three years with the option for one three-year extension). 

Past Contract and RFP
 
On August 4, 2005, NASACT signed a contract with The Hackett Group for baseline measurement and benchmark comparisons in financial business processes and HR/payroll processes. 

On April 29, 2005, NASACT issued on it's website a Request for Proposals, Baseline Measurement and Benchmark Comparisons of State Agency Business Practices.  The length of the project was six years. 


The NASACT Community

NASACT serves as the premier organization working to bring together state auditors, state comptrollers and state treasurers to cooperatively address government financial management issues. NASACT also manages two secretariats - the National State Auditors Association (NSAA) and the National Association of State Comptrollers (NASC). Both NSAA and NASC are included under the umbrella of NASACT’s budget and utilize staff hired by NASACT.
